原标题:全球“野鸡大学”黑名单曝光共有1500多所

近日,国外的“野鸡大学”一夜间成为公众关注的焦点。野鸡大学,英文里通常被称作Diplomamill(文凭磨房)或Degreemill(学位磨房),指一些大学或学院随意向学生颁发毕业证书、学位文凭,而这些证书或文凭并不被所在国社会、认证机构所承认。

本报记者连线美国高等教育认证委员会(CHEA)和密歇根州教育厅(美国密歇根和俄勒冈是定期公布“文凭工厂”名单的两个州),获得了两份最新公布的虚假或不合格大学的黑名单,共曝光了1500多所大学,它们颁发的学位就业时不被认可。

这些大学所涉区域遍布全球36个国家,可分为综合大学、专业学院和远程教育三种,登上黑名单的原因分为文凭工厂、三无大学、非法办学等五种情况。

数据分析

学校种类分三个

综合大学占71%,在名单中,共有1503所不同类型和不同地域的大学和教育机构。经过统计,综合类大学共有1068所,名称中都有英文University(大学),占总数的71%,例如:艾伯特大学、大西洋国际大学、阿卡迈大学等。

第二种是专业学院类,共有411所,占27%,名称有College(学院)或Institute(机构),涉及专业包括有健康科学、营养研究、医疗研究、宗教、教育、管理、科学技术、艺术等几十种,其中上榜的有亚当斯技术学院、丹麦管理与技术学院、肯考迪娅常春藤学院等。

最后一种是远程教育学校,共有24所,名称中经常有online(在线)的字样,直接在互联网上进行网络教学,不合格学校有迈尔斯在线学院等,占总体的2%。

中国学生在出国留学[微博]过程中,目前最直接的鉴别国外野鸡大学的方式其实只需要两条:

(1)大学的创立时间,成立超过70年的大学通常不会有什么问题。

(2)正规的美国大学都是通过联邦或州批准的教育机构。

以下这些美国野鸡大学建议家长[微博]学生必看,提高警惕,谨防中招!!名单当中的学校并没有获得美国正规认证机构的认可,未经认证的学习不能获得雇主的认可。虽然有些学校有正式招生的权利,也能授予学位,但这只是有正式的法律认证形式,和教育认证还是有着很大的区别。只有获得教育认证才能说明学校和所开设的项目教学质量有保障。大家可用英文进行区分。

从未获得学术认证的院校得到的文凭可能不会被公务员系统或雇主所认可。有的未获得学术认证的院校已经得到了法律许可,准许录取学生。但在美国,合法性和学术认证是不同的。[1][2]

名录上的大专院校虽然发放高等教育文凭,但没有获得学术权威机构的认证。大专院校没有获得认证的原因有许多。新学校可能正在申请认证,老学校可能因为财政紧张而失去认证。有的院校则是假冒伪劣的野鸡大学。[3]其它院校(如神学院)出于宗教、学术或政治因素而选择不参与学术认证。[4][5]有的机构或宗教院校则不需要参与学术认证。

The fine was appealed, and in August 2007 the Texas Supreme Court ruled that Tyndale and other seminaries that offer theological education and award religious degrees can do so without state government approval or accreditation.[217]
