爱华网很遗憾这么晚才看到这个问题。
反对排名第一、第三回答。这两个答案分别已积累了近四万赞和两万多赞。可以想见其流毒之广，贻害之深！
这是因为，盲目积累单词量对于你的英语学习产生的帮助，微乎其微。有些情况下甚至会起到反作用！
比如，GRE单词chrysanthemum. 这个词我记了十几年，只用过一次，客户没听懂，我就顾左右而言他了。你说我是不是为了这个词浪费了脑容量？
英语是一门工具而不是目的。除非你想以后从事专职翻译（那前提也得你本来就是英语专业），或是把英语作为业余爱好，否则，你的英语水平就只是为了你的工作服务的，是为你工作能力镀金的。
这门工具需要完全服从你真正的目的。下面就分四方面阐述：单词、语法、口语、听读
单词篇
英语一共有多少个单词？《英汉大词典》共收词20万条。这个星球上任何一个人都记不住其中的哪怕三分之一。作为一门第二语言，你该记住多少单词？我们以前英语本科的教师都说自己只有两万单词量。
对于一个普通的英语学习者来说，单词的量绝不是关键，关键在于质！这个质分两方面：
一是，你学习的单词对你是真正有用吗？
二是，你会使用这些单词吗？使用的方式是正确的吗？
我举几个简单的例子。
例一：A是一个英语专业毕业生。B是一个非英语专业毕业生，但是在工程机械外企从业多年。A和B同时担任一个工程机械方面会议的翻译。请问：A和B谁更能胜任？答案显然是B。因为B虽然没有经过科班培训，但是在这个行业中浸淫多年，和老外打了多少年交道。且不说口语的锻炼，单是在工程机械的英语术语的积累上，就不是A能望其项背的。A顶多就是发音比B要标准一些，其他几乎没有任何优势。
例二：真人真事。我以前在英语专业有个同学C，成绩一直吊车尾，非常苦恼，就找来一本高大上的单词书学习，学会了很多我也肃然起敬的欧美高端人士使用的词。但这些词用在作文里，就显得无比的生硬。后来C的成绩还是没能得到提高，毕业以后也没有从事英语方面的工作。
例三：就是我自己。我经过这十年工作，在专业英语和商务英语的口语写作运用方面，早已炉火纯青，水平比当初不知高了多少。然而，以前学校里学的英美文学方面的英语写作技巧也基本都忘光，背过的GRE单词也不记得多少了。但这几乎没有什么影响，唯一苦恼的是在和外国人说话的时候没法使用特别漂亮的辞藻——但是一直以来我们工作上的训练，就是要使用最简练、明快的语言。
所以，正像题主所说：单词背了很多，但一直都没有起色。这丝毫不奇怪。首先是背了很多无用的单词。其次是这些背的单词根本没法为自己所用（就是在output环节上，没法变换为自己的口语或写作）。再次就是即使用了，也显得不自然、不地道。
在追求地道上，笔者以前也曾买过所谓的”地道美国口语"、“地道英美谚语”之类的。我可以明明白白告诉各位，这些书也基本都没有卵用。原因很简单，这些所谓地道组合、谚语，在商务场合中很少使用，在口语中也较少使用，只有在文学作品中可能会常见。但你学了英语是为了去读小说的么？
所以，在单词方面，题主作为一个大学生该怎么学习？（我这里不说中学生小学生怎么学习，因为中学生小学生，老老实实把课本上的学扎实了，才是王道）
一、明确自己的学习目标和学习方向。比如我学经济金融方面的，将来立志于进外资投行。那么， 你现在最该学习的单词库就是经济金融方面的术语。广泛阅读这方面的文章，学习文章中单词的用法。与此同时，由于你的脑容量有限，尽量不要碰和经济金融无关的词汇术语，尤其是文学词汇。另外，如果你以后不打算出国，也不用去背什么GRE红宝书。
二、专门说说红宝书。GRE红宝书的存在意义只有一个，那就是帮助你迅速考出GRE。所以，只有在你需要去美国读研时，才需要去背这本书。而且要抱着速成的心态，等把GRE考出来了，上面的大多数单词你都可以努力把它们忘记，因为太占你脑容量，而且容易造成你在output时候的误用。
三、用一切方式增加“有质量”的output。 一个大学生没有太多和老外交谈的机会，只有你进了外企才有机会（这也是为什么进了外企多年的人往往一口流利的口语）。也不要浪费时间去什么英语角，因为和口语比你差的人交谈，你的口语只会越来越差。
所谓有质量的output，其目的就在于让你把自己掌握的单词库中的每一个单词，真正变成你自己的单词。所以我非常提倡年轻人多写作，多用英语写作。写好以后，一定要把你的文章给有水平的老师批改，指出其中的用法错误，牢记正确的用法。
四、上面第一点也说过，那就是广泛阅读和你将来的就业目的相关的英语文章和书籍。请牢记：英语学习不是什么情怀，不是什么素养，它就是单纯的一门工具。要培养情怀和素养请出门左转去其他话题。所以，如果你不是立志于当一名文学家，那你根本不需要浪费时间去啃什么英文原著小说。如果你不想当一名记者，你也不需要去听什么VOA。所有的行业和领域，都有自己的一套程式化语言。你要做的就是努力掌握这门程式化语言。这样，就能把英语这个看似广袤无边的海洋，缩小成一个小水塘，你在这个小水塘里才能自由的扑腾。
但请注意，考试如四六级等所需要的词汇还是必须掌握的，这篇回答绝没有淡化去学习掌握这些词汇的意思。相反，这些词汇是专家智慧的结晶，更需要通过高质量的Output去巩固。
五、至于背单词方法，一定要采用词根记忆法。常用的词根一定要记熟。推荐买一本专门的词根记忆法方面的书。有了词根做基础才能融汇贯通，有时候甚至能猜出生词的意思。
比如claustrophobia. 这个变态的词你几乎没有任何用到的可能。但是phobia这个词根却很有用，能让你猜出一大票心理学和疾病相关术语。
2. 语法篇
语法是英语学习的基石中的基石。我本该把这个放在第一讲的，但是因为高赞答案造成的误解太深，才把单词放在前面讲。
我从业多年，听过很多所谓的流利英语。这些人操着一口漂亮的发音，仔细听里面的内容，实在惨不忍睹——语法错误连篇。当然，一个外行听听，可能会觉得这个人英语很棒。但别忘了，你说英语的唯一目的是跟老外交流。你跟中国人有必要用英语交流么？那么你换位思考一下，一个操着一口标准普通话，但是说话前言不搭后语的，你觉得和他能正常交流吗？
而中国人这些年来的英语教育，似乎在淡化语法的作用，这是一个很大的误区。一定要从初中开始，就建立完整严密的语法体系。英语、法语、德语这些欧洲语言，都是建立在这个精密架构之上的。
到了大学阶段，如果不是英语专业学生，那么绝大多数学生的语法知识结构都是一个什么状态？那就是基本的东西知道，但是总有这里那里的遗漏和差错。
所以对于题主的建议就是，买一本名牌大学出的质量过硬的语法书。把你背单词的时间分一半出来重新过滤你的语法体系。从冠词的使用开始。中国人对于'the" "a"的使用一直是个老大难，很多人在外企工作多年，都无法正确使用。
要记住，你要做的就是——像撸一只猫一样，把自己的语法体系里的每一根毛都理顺、撸直。这个过程并不痛苦，还经常会让你有新的发现。学语法再枯燥，也比你背单词有意思！背单词那才叫真枯燥！而且背了不用，过几天又忘，这才是标准的浪费生命！
而语法的学习如何巩固？其答案也是“有质量”的output. 如果没有和外国人交流的语言环境，那就多练习写作（当然，也是和你专业有关的）。
在写作时候要牢记以下原则：
把语言使用的正确性永远放在第一位。把句子的高大上程度永远放在最后一位。
尽量简明、扼要，使用最贴切、最简单的单词。但同时，也要多背诵、多模仿英美人惯用的句型。这一点，只能更多的从工作中去汲取。但作为一个应届生，只要你能掌握一些初步商务句型，我作为面试官就能觉得欣慰了。

选择语法书的第一要义——不是在于这本书编的是否有趣，而是是否权威、是否准确。
3. 口语篇
很多人似乎觉得能说“流利”的英语就是你英语学习的目的。这就是疯狂英语这类荒唐学习方式存在的土壤。
请你回到我最上面开宗明义所说的原则：英语学习是为了什么？为了作为工具使用！而大多数人学英语，是为了在商务环境中和外国人交流。绝大多数面试官看一个应届生的英语是否过关，也是看这个学生以后能不能在商务环境中和外国人交流。那么请问，你和一个工作场合中的老外，用李阳那一套东西去应付，能行么？
还有一些人学习英语，是为了在学术环境中使用英语。对于这些人，所谓流利的口语就更不需要了，最需要的是如何掌握准确的学科专业领域内的英语。
很多人工作以后发现自己的英语能力实在有限，于是花了重金去华尔街英语这类培训机构。这类机构所做的也无非是我上面说的——那就是有的放矢，在最短时间内建立的你商务英语体系，建立你的程式化语言。
那么对于一个大学生，如何锻炼自己的口语呢？其实有一个方法就非常简单实用有效：那就是跟着原声，背诵那些著名演讲。比如肯尼迪演讲，马丁路德金演讲，奥巴马演讲等。
这些演讲才是地地道道的英语。而且，演讲的目的就是为了蛊惑人心，所使用的必然也是那些富有感染力的句型和词汇。这些东西才是你值得去学习的。熟读背诵之后，会潜移默化的提高你以后的应用能力。
语言学习的关键在于模仿。但是模仿也要仿对的方向。你说你一个立志于演青春网络剧的人，去模仿那些京剧唱腔，有意义么？
再强调一遍：对于缺乏语言环境的大学生而言，培养口语能力的诀窍就在于背诵英美人所说的原句，而这些原句的精华就在于那些演讲！一定要熟读背诵，才能变成你自己的东西！
而对于具备语言环境的人（比如外企）而言，不需要担心自己的口语！混几年口语自然就好了！这时候就看质量了，所以语法才显得尤为重要！
4. 听读篇
上面讲的重点是OUTPUT，而听读是INPUT。
在听读上面浪费时间浪费生命的人不计其数。
是的，看美剧能培养你一定程度的语感。但是，光有语感，没有严谨过硬的语法做支撑，没有合适的词汇做支撑，你的语感有卵用？有卵用？你能凭感觉来交流么？
承认吧，你看美剧就是为了消遣。在情节紧张激烈的时候，你TMD还会去关注语言的用法么？而如果一直是温吞水能让你钻研语言用法的，你看得下去么？除了老友记还可以，如果你问我看老友记支不支持，我是滋词的。
那么，想学好英语的到底该听什么？还是那句话，因材施教。例如，跟商务、法律有关的专业，听国外知名商务人士的presentation；跟新闻媒体有关的，VOA、总统演说等。
电影里面的英文你听了没意义，工作中用不到，只能作为爱好和消遣。
阅读也是同理，聪明的人就不需要我再重复了。只需要记住：啃英语文学原著的是一种情怀。

这句话背诵的目的是让你熟悉动词ing形式的用法。这段话里的很多生词都是非常常用的，可背。而且整个句子非常有气势。

the same revolutionary beliefs for which our forebears fought are still at issue
around the globe -- the belief that the rights of man come not from the

长短句结合的写法值得学习。at issue / around the globe 都是很常用的词组。

century, tempered by war, disciplined by a hard and bitter peace, proud of our

注意alike的用法。另外后面的排比句写法可以学习。中国人总是被英语长句子绕晕。其实长句子很简单，把后面那些从句干扰项去掉，句子主干就是 the torch has been passed to a new generation of Americans，后面所有的排比都是在修饰这个new generation；与此同时，这句话本身也是作为word这个词引申出来的从句。所以这段六行的超长句，就是let the word go forth.
Let every nation know, whether it wishes us well or ill, that we shall pay
any price, bear any burden, meet any hardship, support any friend, oppose any
foe, to assure the survival and the success of liberty.
又是排比。简洁明快的动词使用，每个动词都值得学习。
This much we pledge -- and more.

United 是一个单词就作为一个条件从句，这种用法不常见，但可以熟悉。Divided同样。

最后一句话是玩火自焚的英语地道说法，可以记忆。另一个需要注意的是shall/should not have done sth的用法，这个用法我看过无数人用错。
far more iron tyranny 多好的词汇。什么情况下用more 不用形容词后面+er? 一般情况下就是形容词有两个以上音节的时候。
另外，shall, should, must 这三个词如何区分？这也是一个语法重点和难点，如果你会完全正确使用（尤其是shall)，基本就是大师级别了

不要指望一上来就把这两组全吃透，我见过很多说了十几年英语都没吃透的。
